[Mono-dev] Patch for TimeZone.cs to fix DateTime.Kind bug

Hi,

The property DateTime.Now, DateTime.UtcNow and the methods
DateTime.ToLocalTime() and DateTIme.ToUniversalTime() don't set the
DateTime.Kind property as they should.

I've reported this as bug http://bugzilla.ximian.com/show_bug.cgi?id=78784

Haven't written a unit test...would appreciate it if someone else did that
;-).
