Yes, it is an interesting question

It seems like neither SettingsProvider implemented, nor AppSettingsBase
attributes work the same way.

I wonder what it takes to register in the Mono community to add piece of
code like this?

I've got a problem with LocalFileSettingsProvider - it is not
implemented in MONO yet. Does somebody have any implementation patches
which could help to solve this problem or some useful information about
it?
