That code you're touching was tricky and took me a while to get that
working. The "second try" is also used for some controls (those that
have Create/PrepareControlHierarchy) that create a control hierarchy
based on previous data and I see no tests for those.

If it's only an optimization, I would say that it's not worth it because
it's probably going to be painful to fix anything that breaks.
