I've made an addendum to that bug report. I think it should be possible to avoid 
installing everything to the GAC by making liberal use of <codeBase> 
declarations in the machine.config file instead.

Of course, I guess it's six one way, half a dozen the other; either way, you 
still have to sign the assembly.
