I'm not going to commit this patch without approval. And I sent the patch to 
the list for review so you don't have to be worried about breaking changes 
in 1.1.17.

This will break already deployed apps, which embed the Mono runtime
and rely on the official Mono Windows Installer.

I'm urged to make an unnecessary update, if this change will be applied.
Please let it be or, at least, postpone the change after 1.1.17.
