[Mono-dev] eglib Windows patch

Here is a patch to support gmodule under windows and fix the windows build.
Contribution is MIT/X11 licensed.

Also, I couldn't build on linux 64-bit since there are some warnings about
pointers being cast to int of smaller size (and warnings are set to be
treated as errors).
