I'm not requesting commit approval for the patch, I'm waiting for approval
on the design so I can continue working on it.
Both the win32 and local file implementation are complete (and fully covered
by unit tests) except for the message resource stuff. But that is not
critical as it only affects reading of eventlog entries, not writing.
Meaning, we will not break any of the eventlog messages that are written by
improving support for reading them.
