[Mono-dev] resgen2 does not convert .resources to .resx file

I was using resgen2 to convert a StringBuilder.resources from the
SharpDevelop sources to a resx file. It failed as illustrated below:

C:\Program Files\SharpDevelop\2.0\data\templates\project\CSharp>resgen2
DefaultResources.resources DefaultResources.resx
Error: Object reference not set to an instance of an object

It can generate a txt file from the file just fine. I was able to
reproduce this behavior with a resource file I generated myself. This
is Mono 1.1.16.1 running on Windows XP service pack 2. I was able to
use resgen.exe from the .NET SDK to convert the file just fine.  I see
nothing in ximian bugzilla regarding this behavior.
