No, never. I'm running the latest SVN mono, mod_mono, xsp and haven't had
such problems. But I run the software on Linux, so the problem might be
windows-specific (I understand you're using Windows, right?)

Why don't you try the method I posted in the other mail? It seems to be the
nicest way of configuring log4net, at least IMHO.
