[Mono-devel-list] [PATCH] Reworked unified Locale classes

I attached a new patch with some modifications in code (most important is
that CorlibResourceManager is removed and it's functionality is moved to the
Locale.cs of corlib).

It's other advantage is that I moved the Locale.cs files into a single file
in mcs/common directory.

Note that the diff file contains the ResourceManager patch
([Mono-devel-list] [PATCH] ResourceManager - minor fix) as well because this
patch cannot work with the current ResourceManager. That pach is waiting for
approval.
