It is not about maintaining it in two places.

The mono.spec file as found inside a tarball is basically a feature of
rpm.  People can get a tarball and do something like:

	rpmbuild -something file.tar.gz

And that will extract the spec file and build an RPM out of it.  Granted
there are few people who do this, but thats why we have it there.
