They aren't plans: just vague ideas brought up to answer your question ;-)

I don't know.  I think that we probably will pull in cygwin-1.dll via
cygglib-2.0-0.dll if we build against it -- so I don't see why not.
However, it's not going to happen anytime soon (if at all), and I'll
probably have little to do with it :-)
