[Mono-devel-list] updating Makefiles to handle run-test-ondotnet

Hi.

 

I added a bunch of empty rules to the Makefiles in the mcs module so that
'make run-test-ondotnet' would not abort with "rule not found" errors.
Miguel suggested I notify Hari about it, so here ya go.
