I'm not getting this problem in my box.

Yeap. Please, remove from Makefile the line you read:
Npgsql/Design/ConnectionStringEditorForm.resources

Npgsql design support isn't built with Mono. Only when compiling on windows.

Please, let me know if it works. If so, I will update makefile to remove
this line as it is not needed anymore.
