Please to do so you can use MS .NET runtime, no need to even bother
compiling mono.
In windows you set the makefiles to use csc instead of mcs for
compiling, and then you can work normally (in cygwin to be able to use
the makefiles and cvs in a good way). If ANY makefile in the CVS mcs
tree has problems in windows+cygwin, please report at the list for us
to correct if.
