[Mono-devel-list] patch for monodoc to enable monodoc(-aspx) on windows

Hello,

This patch enables you to build and install monodoc under
windows environment. Of course it cannot build browser.exe
which requires gtkhtml, just enables monodoc-aspx.

The fixes are
	- skip gtk# requirement check
	- gacutil installation location
	- document location in monodoc.dll.config

Ok to commit?
