I could be totally wrong, I dont quite 100% remember the old discussion,
but I believe that was not wanted to allow people to vary the gac and
package prefixes. However, thinking about it now, I'm not sure if that
functionality is good/wanted/worthwhile.

It looks pretty good from here, however, is there any reason we arent
using the same logic for windows? I understand why we need to .Copy
instead of symlink, but why not use ../gac/.... instead of the absolute
path?
