[Mono-devel-list] gdiplus downloaded but still says missing from mono

I have Cairo installed and libgdiplus installed. 
There is no libgdiplus.dll - is there supposed to be? 
Libgdiplus installed ok. 
  Also I downloaded gdiplus.dll from the internet.  
 as it is nowhere in the mcs mono areas.
