after doing the cvs update and trying to make bootstrap, I get a 'no such
target' error.

AFAIR the existing bug report was for MacOS. 

Also I submitted a patch that modifies TimeSpan to only catch expected
exceptions (instead of the catch-all), so perhaps it is easier to spot the
bad code now.

Peter: Could you try to rerun the app from CVS and see if another exception
gets thrown now?
