[Mono-devel-list] Patch for Char. Please test if it breaks your assembly!

Hi,

I've announced this change quite some time back now because I assumed this could break several classes on NON-ENGLISH locale systems.

I've checked through corelib and made the needed changes there myself, I think Atushi did it for System.XML...
But I did not see any changes for other assemblies, so either there were no problems or nobody checked these.

But we need to do this change at some point in time...
So if nobody objects I'll commit soon.
