What about an Apache module that can be compiled into and used by Apache
like the way PHP can be? Would that provide an improvement or would the
compiled module still face the same problems?

mod_mono_old.c file (unmaintained since ....) tried that approach, but had
to face many problems. One of them was, AFAIR, apache unloading the module
and thus losing all the already cached stuff.
