Not sure what you mean by the 'runtime base dir' ... but I'm not sure if
it matters. For most software, something like that would be a
compile-time dependency, so relying on the -devel package is ok. If
you're thinking about nant, relying on the -devel package seems
eminently reasonable for a developer tool.

Or maybe you have something else in mind altogether.
