Nope. Use yum and grab it from go-mono.com

yum install winelib

Should work happily (it may also install Wine for you!)

Under FC2t3 there is an annoying problem, for some reason, it is unable
to fine /usr/lib/winelib.exe.so even though it exists and sits there
happily!
