[Mono-devel-list] how can i use /usr/local/lib in compiling mono

I get the following error
./genmdesc: error while loading shared libraries: libicui18n.so.28: cannot open

make[2]: Leaving directory `/usr/local/src/mono-0.91/mono'

make[1]: Leaving directory `/usr/local/src/mono-0.91'
make: *** [all] Error 2
I know that libicui18n.so.28 is in /usr/local/lib because i installed it from source.
But the mono compile is not looking there.
How can i change that ?
