[Mono-devel-list] [Patch] Fix assembly signing with gmcs

gmcs was missing FileAccess.Read when creating the FileStream for the 
key file.  It apparently couldn't read from the file without it and 
signing was failing.  This just adds it, bringing it in sync with mcs.
