This is bug 52065.  I've sent an email to the icu fink package 
maintainer to look at the fix that was put in the rpms.

However, falling back to the invariant culture is probably a good idea.  
That's what we do when icu isn't there anyway.

FYI, there's a change to socket-io.c that snuck in there.
