Well system.dll has codedom which requires mcs. Also there is some xml
serialization stuff that uses code dom. ALso, puting mcs in core-devel
would require asp.net to require on core-devel.

mcs.exe doesn't really belong with the other things there... you can run
mono apps fine without having a compiler. Seems like it would make sense
to put that in mono-core-devel.
