seems that no one had time to implement CultureInfo-aware
CaseInsensitiveHashCodeProvider as described in
[http://www.mail-archive.com/mono-list@lists.ximian.com/msg05534.html],
so I send
this patch which implements ctor of CaseInsensitiveHashCodeProvider
(CultureInfo).
