I will review the patch as a license manager is (somewhat security) related.

I've just finished implementing System.ComponentModel.LicenseManager.

I have:

/mono/mcs/class/System/ChangeLog [changes]
/mono/mcs/class/System/System.dll.sources [changes]
/mono/mcs/class/System/System_test.dll.sources [changes]

/mono/mcs/class/System/System.ComponentModel/ChangeLog [changes]
/mono/mcs/class/System/System.ComponentModel/LicenseManager.cs [lots of
changes]

/mono/mcs/class/System/System.ComponentModel.Design/Changelog [changes]
/mono/mcs/class/System/System.ComponentModel.Design/RuntimeLicenseContext.cs
[new file]

/mono/mcs/class/System/Test/System.ComponentModel/ChangeLog [changes]
/mono/mcs/class/System/Test/System.ComponentModel/LicenseManagerTests.cs
[new file]

This is my first contribution beyond bugfix suggestions, etc.
I guess my next question is what is the best step from here?
Who reviews? Who comments? Do I just keep it to myself?
