I don't think it should go in mcs/tools, as we're trying to keep
anything that depends on Gtk# out of mcs/tools, to prevent circular
build issues (Gtk# depends on mcs, which would depend on Gtk#...).

I would suggest putting it in mono-tools or its own repository...
