Hi!
I send a patch with the next modifications.

Microsoft.VisualBasic::DateAndTime -> The set methods of the properties 
Today and TimeOfDay
Microsoft.VisualBasic  Makefile -> I've modified because the changes on the 
class DateAndTime need it.
Microsoft.VisualBasic::Strings -> There was a bug on Format methos

All of the code developed has been probed, so I expect they will be correct.
