[Mono-devel-list] Patch for bug #61223

Bug #61223 incorrectly attributes the bug to Type.GetInterfaces(); the 
actual problem is in TypeBuilder.cs  It doesn't walk the inherited 
interface tree.  Attached is a patch that resolves this; please 
review.. ok to commit?
