Here is an article that compares XAML with other standards. CSS2, XUL, SVG,
and XHTML.
Indeed some of the tags duplicate (with incompatible names) SVG, but that is
just a few of the tags.

no it's not. Avalon is primarily a set of classes implementing a gui
toolkit, one aspect of which is an integral preference for vector
graphics rather than bitmaps. There is a related tool, xaml, which you
could almost be accurate in describing as a tool for mapping CLR classes
to XML namespaces.
This would be apparent if you had read any competently-written articles
about avalon.
Sorry for the flamish mail, there's just too many misconceptions about
this floating around and they are starting to get annoying.
