[Mono-devel-list] Circular dependency -- Resgen

Hey guys,

I was helping someone build for the first today, and he got an error
that monoresgen.exe was not found. The problem was that Npgsql was
trying to use `monoresgen', but that the .exe had not been installed
yet.

I think there are two options here:
1) Use the resgen executable and make sure resgen is built first
2) Allow the resources not to be generated.
