I already put an trouble example (we cannot build nor run
any applications which uses SecurityPermissionAttribute).

And I have no intention to eliminate csc build. (I have reported
not a small number of mcs bugs when I could find with it easily).

I have no idea why csc can be built with that security attribute.
At least I tried splitted build (with .netmodule) but in vain.
