[Mono-devel-list] [patch] windows installer script

Miguel approved the mono/runtime, and mono/script patches.
I just wanted to check in all at once, since they belong together.

I will separate them in the future, sorry for the hassle.

This patch addresses all the issues with moving $prefix/bin/*.exe assemblies
to $prefix/lib/*.exe.

There is also a patch for the windows installer script, refactoring it a
little to reduce copy/paste stuff into functions.
