[Mono-devel-list] Removing call to GetText from core exceptions.

The following removes the call to Locale.GetText (currently a no-op, but
to be valid at some point soon) by moving the need to translate the text
to C.

The idea again is to JIT less code for classes that always get JITed no
matter what.
