As far as I tried, Escapement of '#' (maybe and so on) seems
only limited to file URI. Anyway whether new Uri (string, dontEscape)
should escape '#' or not is different from the problem that such 
before-escapement string is invalid for RFC 2396.

FYI, RFC 1738 looks more closer to the problem, although it is 
far from well-discussed specification.
