Well, just clarifying things, Brasil is just playing the 'reciprocity game'.
When the US stop requiring hard-to-obtain Visas for Brasilians' passengers,
Brasil will return to its former open land policy. AFAIK, people from most
of the other countries won't have any problem to come to Brasil.

However, Brasil has only a pair of mono hackers and we are still in the
infancy of Mono Brasil's project, not quite an strong vote. Also, for such
a big bang event, you would have to choose São Paulo (Porto Alegre, isn't so
airport connected), but it's (Miguel now knows my 'hood) kind of a grey city
(reminds me the Chicago I watched so many times on TV), not quite the sunny
and funny place that some would prefer.
About your non-US choices: I would prefer Barcelona, over Cancun.
But the city of Porto in Portugal, would be a good alternative, too.
In the US, my favorite city is always San Diego (you could try to contact
the people at UCSD).
If Governor Arnold "Hasta la vista, baby" Schwarzenegger allows...
