Probably, yes.
But that is telling just half of the story, because this is the status page 
for the supporting library. Even if it was 100% done,  that would allow 
vb.net programs compiled with vbc (.net framework's vb.net compiler) to run 
in mono, but we would not be able to compile vb.net programs.

http://www.go-mono.org/mbas.html, tells about our own vb.net compiler. The 
page is a bit outdated, but surely we are very far from a complete 
implementation, yet.

Well if you like best the supportting library, you can write nunit tests for 
it, and try to implement the missing itens, but some are totally 
undocumented, and we would need to understand them before implementing, also 
we need to document them for use in our own compiler, to generate code that 
is comparable with what vbc generates and is compatible with .net 
framework's version of the library.
