Miguel,

Attached please find a patch to fix build of System.Design.dll in Windows.
Please verify and commit if no problem.

I moved TODOAttribute to the System namespace because not all classes are in
System.Design.* namespaces and I hope there is one such class per dll only.

Martin, please have a look at the patch and try to avoid the problems because
of lame spec. (spec says protected but it shan't compile)
