[Mono-devel-list] patch for XmlTextReader.BaseURI

Hello,

I craeted a patch for bug #44231 (XmlTextReader.BaseURI), but
it fully relies on Uri class and I don't know whether current
System.Uri class is stable or not (formally it was not, and
we once reverted such fix). So I would ask any of you to try it
with *nix system (I wrote and tested on cygwin).
