Oops, oversight on my part. But win32.make gets included after
config-default.make, so the setting was just getting overridden.

'make bootstrap' and 'make unbootstrap' from the toplevel directory
should allow this, if I get what you mean. Or, more generally 'make
MCS=whatever' should work.
