[Mono-devel-list] not so little xml change for XmlValidatingReader

Hello,

Just FYI, I would like to make not a little change to
XmlTextReader and DTD related stuff later. If you find any
doubtful problems after that, please inform me (here). All
what I will commit is attached.

It will be the first implementation for XmlValidatingReader,
though it supports only XmlTextReader as its input and many
required features are missing as yet.
