Hello all,

OracleCommand throws an InvalidOperationException when accessing the
property IDbCommand.CommandTimeout. The MS implementation simply
ignores calls to this property. I have filed a bug for this problem:

The attached patch fixes this behaviour. Can someone please commit 
this one?
