[Mono-devel-list] Makeing mcs/makefile more symmetric with mcs/makefile.gnu

[Urs Muff]

Allowing the target 'binary-snapshot', which is very practical under
windows, since the build does not rely on a bootstrapped mcs [since it is
using csc].  That allows to generate a monocharge that can be used for
linux.
