[Mono-devel-list] xml test fixes

hi folks,

Here are a couple of fixes for the System.Xml assembly and its tests:
- XmlTextWriter's WriteQualifiedName should lookup the prefix for the namespace it serializes (as opposed to writing the namespace itself).
- A test case for this has been added to XmlTextWriterTests
- Two new files: the begining of a test suit for XmlSerializer.
- changes to include these new tests in the various .csproj

these tests were run on MS.

fixes to the XmlSerializer and System.Web.Services.Description should follow.
