Well, what I suggested would also make it so close_raised is true when
FireClosingEvents is called.

As for unit tests, ideally, it'd be a patch for the FormTest class
(https://github.com/mono/mono/blob/master/mcs/class/Managed.Windows.Forms/Test/System.Windows.Forms/FormTest.cs),
but you could also make a stand-alone test that I'd add to that file, if you
prefer.
