Created a universal app, edited teh xib in Interface Builder 3.2.6

The designer.cs files are missing the C# using lines at the top.

Reproducible: Always

Steps to Reproduce:
1. Edit a XIB
2. Save
3. Look at designer.cs
Actual Results:  
No usings

Expected Results:  
Needs usings
