Updated Repro

I have updated the attached zip. I apologize for the complicated repro. I was
having a really hard time getting this to reproduce so I ended up reproducing
the structure exactly.

*IMPORTANT* The issue only reproduces when there is more than one CategorySet
node defined inside of CurrentVersion.xaml.
